Mark specializes in commercial, regulatory and government relations components of electricity and natural gas markets and with respect to municipal & regional water infrastructure renewal and expansion.
Mark has served as counsel to a broad range of stakeholders for over 25 years, including:

Experience
Lead Counsel in over 30 electric distribution utility M&A transactions.
Counsel to numerous Ontario and out-of-province electric utilities regarding distribution and transmission rate, leave to construct applications, and other regulatory and compliance matters, including Market Rules and the Affiliate Relationships Code for Electricity Transmitters and Distributors.
Counsel to municipalities, First Nations and private sector clients regarding infrastructure renewal –including electricity distribution, transmission, natural gas system developments and implementation and water services. First to implement the Regulated Public Utility Model for water infrastructure renewal in Ontario.
Broad commercial and regulatory experience in renewable generation and electricity conservation and demand management, including program development, smart meter implementation initiatives and integrated resource planning.
