On June 28, 2008, the Government of Canada launched the first phase of the Credit for Early Action Program (the "Program"), which forms a part of its Turning the Corner plan to cut greenhouse gas emissions. The Program is designed to recognize facilities in Canada that could be subject to the proposed industrial air emissions regulations in 2010, and that took verified measures between 1992 and 2006 to reduce greenhouse gas emissions beyond usual business conditions. Such facilities will be recognized through a credit system, with a maximum of five megatonnes of early action credits to be allocated for use in each of 2010, 2011 and 2012.
