Andrew Baker  

Andrew Baker is an associate in the Toronto office of Borden Ladner Gervais LLP. He practices administrative law and civil litigation with an emphasis on environmental, expropriation, planning, and regulatory law. He also represents clients in litigation involving real estate disputes and professional liability insurance.

Andrew advises clients in a variety of expropriation matters before the Environment and Land Tribunals and the civil courts.  He acts for expropriating authorities including municipalities, government agencies, and school boards with respect to multi-property acquisition strategy, dispute resolution, and parallel civil litigation.  Andrew also regularly acts for expropriation claimants with respect to various large infrastructure projects across the GTA.   

While attending law school, Andrew worked as a research assistant and held executive positions with McGill Law Students' Association and Business Law Association.

• Representing expropriating authorities in land acquisition strategy and dispute resolution involving large infrastructure projects such as the York Region Viva rapid transit projects, the UP Express Rail link, GO Train expansion, and numerous school sites in the City of Toronto.  
• Representing expropriation claimants in various large infrastructure projects including the Highway 407 East extension, Highway 400 expansion, and other GTA infrastructure projects.
• Representing public sector clients in a broad range of expropriation, land use planning policy, and land development matters including acquisition/development/disposal strategies and civil litigation/appeals at all levels of court.
• Representing environmental and professional liability insurers in matters involving contamination and other environmental issues, land development matters, real estate transactions, and similar disputes.
• Representing private sector clients throughout the GTA in matters involving official plan amendments, zoning by-law amendments and site plan applications, from the initial submission of development applications to preparing for mediations and hearings at the Local Planning Appeal Tribunal.
• Representing private sector clients in land valuation and other real estate disputes.
