On December 13, 2003, the Copyright Board published its decision regarding copyright levies on the sale of blank audio recording media in 2003 and 2004. This included audiocassettes and recordable compact discs. Any blank medium in respect of which the Board refused to impose a levy is not covered by the copyright exception. Therefore, any copying, even for private use, on one of these media would constitute a copyright infringement. Does this decision by the Board make peer-to-peer downloading of musical works on the Internet legal?
