Purpose of Role

The Manager, Portfolio Control will be located in our Toronto office and is part of the Project Management Office (PMO). The Manager will report to a Portfolio Director but will provide support and advisory services to other Portfolio Directors, Portfolio and Program Steering Committees and Project Board Executives as required.

The Manager assumes responsibility for the development and maintenance of portfolio-level variance analysis/reporting, change controls, risk assessments, performance measures, resource planning and status reporting of portfolio schedules and financials.

This role is responsible for providing ongoing support to the Portfolio Directors and Program Managers as required. The Manager is accountable for ensuring projects within the portfolios adhere to PMO guidelines. All responsibilities are carried out in accordance with BLG Core Values and Service Standards.

Key Responsibilities

Primary Responsibilities

  • Assist with resource assignments, levelling, and validation of estimates based on scheduled effort.
  • Follow–up, assist & approve the PMO and IT team’s weekly time reporting and escalate non-compliance.
  • Follow–up, assist & approve the Project Managers’ status updates and escalate non-compliance.
  • Oversee and update resourcing planning and updates: including resource assignments, levelling, and validation of estimates based on scheduled effort.
  • Processing expenses and vendor invoicing.
  • Updates monthly financials and provides budget versus actual variance reports.
  • Provide customized reports and ongoing updates for various meetings.
  • Produce the Portfolio health check reports and provides analysis to inform corrective actions.
  • Manage project documentation — Ensure compliance with PMO Standard Operating Procedures for maintenance of project documentation, approvals, spreadsheets, meeting minutes, status reports, third party time and other correspondence and documentation as appropriate.
  • Manage Stage-gate and Project Change Request documentation.
  • Working with representation from the Finance team to manage the PMO budget.
      • Reviewing weekly and bi-weekly time tracking reports for anomalies
      • Ensuring contractor invoices match timesheets
      • Maintaining ongoing budgetary and scheduling forecasts and
      • Comparison of project budgets against actuals, completing investigations for differences as they occur and updating overall project and program cost forecasts
  • Support the program portfolio directors and program managers to maintain momentum of active projects against a background of conflicting priorities.

Authorities, Impact, Risk

  • Authority to approve time tracking which lead to contractor payment and schedule updates.
  • Recommends changes to project resourcing as needed.
  • Provides early warning indicators on risks with project schedules and financials to the Portfolio Directors.
  • Provides feedback to the Portfolio Directors and Program Managers on processes.
  • Identifies opportunities to create scale.
  • Drives continuous improvement opportunities within the overall project portfolio.

Working conditions:

  • Project schedule analysis and variance reporting require significant attention to detail, working with internal systems and templates, creating and using Excel models and formulae where required.
  • Significant amount of time working independently.
  • Little to no travel required.

Key relationships:

  • Reports to National Director, Project Management and Consulting Services.
  • Support Portfolio Directors for Technology Enablement and Transformation.

Other Requirements

  • Expert project scheduling skills  including Microsoft Project skills.
  • Sound working knowledge of Microsoft Excel, Word, Outlook, PowerPoint, Adobe Reader.
  • 5-10 years of experience on enterprise –wide programs.
  • Sound working knowledge of Enterprise Project Management (EPM).
  • Sound working knowledge of different Project Management Methodologies, such as Scrum, Agile, Lean Development.
  • Experience in the Information Technology field working with Software Development Life Cycle.
  • A desire to enhance the skills of self and others.
  • A strong focus on ensuring the highest levels of service standards are delivered and maintained.
