On July 15, 2005, the Government of Canada published a Notice of Intent to Regulate Greenhouse Gas Emissions by Large Final Emitters in the Canada Gazette, Part I. The Notice outlines how the federal government plans to implement its climate change policy with respect to GHG emission reductions by LFEs. LFEs are currently defined by sector and include the mining and manufacturing, oil and gas and thermal electricity sectors. The government’s working assumption is that Parts V and XI of the Canadian Environmental Protection Act, 1999 will provide the legislative basis for the regulations necessary to implement the LFE system.
