On February 23, 2005, the Minister of Finance – the Honourable Ralph Goodale – presented his second budget, the first of the current Liberal minority government. The budget addressed a number of key priorities identified by the government in the Speech from the Throne and by the Liberal Party of Canada during the 2004 Federal Election. The budget included a number of previously announced commitments in areas ranging from health care transfers to the provinces to increasing the budget for foreign aid.
