In June of this year, the Government of Ontario introduced the Electricity Restructuring Act, 2004, which reflects its decision to implement a hybrid model for the Ontario electricity sector. The Government has now issued a draft Regulation that prescribes generators and generation facilities that will be the subject of regulated pricing. In conjunction with the draft Regulation, the Government has issued a Consultation Paper on the Price Regulation of OPG Nuclear and Baseload Hydroelectric Plants, which addresses, at a general level, the issues associated with establishing those regulated prices.
