On June 28, 2002, Canada's new Immigration and Refugee Protection Act will come into force. The new Act is "framework" legislation. In this type of legislation, the law itself contains only the overall structure and certain key rights, while the regulations provide the functional aspects of Canada's immigration system. The regulations for the new Act were not released at the time of this writing. However, the Department of Citizenship and Immigration ("CIC") has published several papers in which the Government's intentions are expressed. To the extent that this paper deals with the regulations, these comments are based upon the information provided by the Government to date.
