On February 18, 2002, the British Columbia Securities Commission (the "BCSC")published for comment its concept paper "New Concepts for Securities Regulation" (the "Paper") which outlines six concepts that the BCSC believes hold significant potential for improving the efficiency and effectiveness of securities regulation in Canada. The concepts described in the Paper cover all aspects of securities regulation, and were developed by the BCSC’s Deregulation Project in an attempt to simplify and update a system of regulation that the BCSC believes has grown too complex and has failed to keep pace with a changing market place.
