The Government of Ontario has introduced legislation which reflects its decision to implement a hybrid model for the Ontario electricity sector – regulating prices for certain consumers; regulating the output from power plants owned by Ontario Power Generation; expanding the role of the Ontario Energy Board as the sector regulator; and creating a new agency, the Ontario Power Authority, with a broad mandate concerning supply and conservation measures, while apparently preserving some elements of competition.
